Layer the dark green bud cap over the red bud cap so that the red just shows and then add the bud to the top so that the dk green and red cap shows.  Add stem to the bud.  Layer the leaves and bud stem under the red flower as shown.<\/li>\n\n\n\n<li>Assemble the large flower &#8211; adhere the green stem to the large yellow fan.  Add the yellow stems with the dot showing to the large yellow fan.  Add the small red fan under the yellow stems and fan.<\/li>\n\n\n\n<li>Assemble the stamp &#8211; adhere the light blue rectangle to the white stamp.<\/li>\n\n\n\n<li>Assemble the tag &#8211; Position the stamps in the lower rectangle of the tag, equidistant from the left, bottom and right.  Adhere the small flower above the stamp.
